Pakistan, Iran, Iraq Pact to Stop Illegal Pilgrimage Travel

In a strategic move to address rising irregular migration under the pretext of religious tourism, Pakistan, Iran, and Iraq have agreed to establish a trilateral working committee. The announcement was made jointly by their interior ministers at a conference in Tehran earlier today.

A New Regulatory Regime
Minister Mohsin Naqvi revealed that Pakistan’s antiquated “Salar System” for pilgrimage travel has been discontinued. It will be replaced by a system mandating pilgrims to travel in registered groups, coordinated by certified organisers. According to the new plan, solo travel without authorised coordination will no longer be permitted, effective January 1, 2026.

Enhanced Oversight and Security
One of the key aims of the working group is to tighten border surveillance and visa controls. Naqvi warned that those overstaying in Iraq or Iran in violation of regulations would be subject to removal. He added that only pilgrims entering under the officially endorsed group framework would be tracked to ensure their return.

Mutual Support Amid Pilgrim Movement
At the conference, the ministers agreed to support each other’s immigration enforcement efforts. Naqvi lauded Iraqi authorities for hosting Pakistani pilgrims “without flaw” and expressed optimism that coordinated efforts would reduce overstays while preserving sacred pilgrimage traditions.

Visa Channels and Organiser Accountability
Pakistan has already launched registration for pilgrimage group organisers, who must ensure the safe passage of their members. Independent travellers will require special embassy-sanctioned visas. The organisers will be held responsible for shepherding their group back home.

Looking Ahead
The trilateral framework anticipates more efficient movement for pilgrims, better visa processing, and a significant reduction in misuse of pilgrimage travel. It signals deeper cooperation among Islamabad, Tehran, and Baghdad in regulating cross-border movement and preserving the sanctity of religious journeys.
